GUIDEKS – Kosovo Tourist Guides Association – is the only official and professional organization representing tourist guides across Kosovo. Founded with the vision of raising the standards of guiding, promoting Kosovo’s cultural and natural heritage, and creating a platform for collaboration among guides, GUIDEKS has grown into a recognized voice within the national and international tourism community.
Our organization was established in 2018, and is the first membership organization of this profile in Kosovo with a wide range of membership in many municipalities of Kosovo with currently 167 members. GUIDEKS is also the only national representative from Kosovo in the FEG (European Federation of Tourist Guide Associations) and WFTGA (World Federation of Tourist Guide Associations).

OUR MISSION
Our mission is promoting Kosovo as a tourist destination through qualified tourist guides, including the promotion of our cultural and natural heritage as indivisible resources for tourism development. More specifically:
· We promote the highest standards in tourist guiding through education and professional development.
· We offer a platform for collaboration among tourist guides in Kosovo and beyond.
· We serve as an advocate for cultural heritage, responsible tourism, and ethical guiding practices.
· We represent Kosovo’s tourist guides in regional and international tourism platforms.


WHAT WE OFFER
· A trusted network of certified tourist guides for all regions of Kosovo – multilingual, trained, and specialized in various fields: history, archaeology, architecture, hiking, gastronomy, and more.
· Access to training programs, international exchanges, and workshops to develop members’ skills and expertise.
· Recognition of professionalism through the GUIDEKS badge and ID, aligned with European standards.
· Representation in policy discussions related to tourism development, cultural preservation, and guide regulation.

EXISTING MANAGEMENT STRUCTURE
GUIDEKS is founded in accordance with the Law Nr. 04/L-57 on Freedom of Association in Non-Governmental Organizations in the Republic of Kosovo and operates through a democratic elected structures.
· The Assembly of Members – the highest governing body of GUIDEKS, responsible for major decisions including electing leadership, approving plans and reports, and ensuring the organization’s compliance with its mission and statute. Currently the Chairwoman of the Assembly of Members is Lavdi Zymberi.
· Executive Director – elected by the Assembly of Members every 4 years as the main executive officer of GUIDEKS and responsible for the daily management and operations of the organization. Currently the Executive Director is Muhamer Hasani.
· Executive Board (ExBo) – elected by the Assembly of Members every 4 years. Represents the intermediate governing body of GUIDEKS, responsible for overseeing the implementation of the organization’s strategy, activities, and external relations. The current Executive Board consists of Rudina Lila, Milot Krasniqi, Irvin Jaha, Valdrin Halitjaha, Anitë Krasniqi (members). According to the internal regulations, the Executive Director is also a member of the ExBo.
· Individual members – GUIDEKS recognizes four membership categories: 1. National Guide (full Member), 2. Local Guide (full Member), 3. Full Member (for non-guide members), and 4. Ordinary Member – each defined by their level of certification, guiding experience, and participation rights within the organization.


THE IDEA BEHIND OUR STORY
GUIDEKS was established in response to the growing need for professionalization and standardization of the tourist guiding sector in Kosovo. As tourism began to expand after Kosovo’s declaration of independence, it became evident that qualified, well-trained, and locally grounded guides were essential to shaping visitors’ experiences and perceptions of the country.
The initiative to establish an association came from a group of young guides who believed that ethical standards, continuous training, and unified representation were crucial for the sustainable development of our proffesional community. In July 2018, with the support and organization of the Swisscontact PPSE project and GearsUp Solutions, a training program for the certification of tourist guides in Prishtina, Prizren and Gjakova was held. As a result of this program, 12 tourist guides were certified. During the training, eight participants took the initiative to establish the association. The founding group consisted of: Artë Prebreza, Enes Toska, Erdis Driza, Orhan Ramadani, Rudina Lila, Shqipe Mula, Visar Haxhifazliu, and Visar Ukallo. The official co-founders of the organization are Enes Toska, Rudina Lila and Orhan Ramadani. In the end of 2018, GUIDEKS officially has been registered as a non-governmental and non-profit organization and became the first body in Kosovo to represent guides at the national and international level.
The first Extraordinary General Meeting (EGM) of GUIDEKS Assembly of Members was held on October 10th 2018 during which Artë Prebreza was elected as the first Chairwoman of the Association. In the next EGM, held on November 13th 2018 Enes Toska was elected as the first Executive Director. At the same meeting, the first Executive Board was elected, consisting of Artë Prebreza, Enes Toska, Erdis Driza, Orhan Ramadani, Rudina Lila, Shqipe Mula, Visar Haxhifazliu, and Visar Ukallo. The first regular Annual General Meeting (AGM) of GUIDEKS Assembly of Members was organized on February 10th 2019. Since then, the organization has regularly convened annual meetings, while extraordinary meetings are held upon mebers’ request and in accordance with the topics and procedures defined in the Statute.
During the period of years 2022 – 25 GUIDEKS was managed by following team: Naile Çekaj (Chairwoman of the Assembly of Members), Muamer Hasani (Executive Director) and ExBo memers: Enes Toska (Chairman), Rudina Lila, Shqipe Mula, Fitim Binjaku and Taulant Hoxha.






Since its establishment, GUIDEKS has played a vital role in the professionalization and promotion of tourist guiding in Kosovo. The organization has become a respected voice in the tourism sector, earning full membership in the European Federation of Tourist Guide Associations (FEG) and the World Federation of Tourist Guide Associations (WFTGA), representing Kosovo on international platforms. GUIDEKS has successfully implemented numerous cultural heritage projects, awareness campaigns, and training programs aimed at raising standards in the guiding profession. One of its key milestones is the development and delivery of certification programs for new guides, aligned with European standards. In October 2024, GUIDEKS formalized its national role by signing a Memorandum of Cooperation with the Ministry of Culture, Youth and Sports and the Ministry of Industry, Entrepreneurship and Trade, which officially recognized GUIDEKS as a certified training provider for tourist guides in Kosovo. Through this growing institutional recognition and continuous engagement, GUIDEKS continues to strengthen the role of guides in promoting Kosovo’s cultural, natural, and historical heritage.
